Field of the Invention The present invention relates generally to mobile telecommunication network systems, and more particularly to a system and method for managing and charging subscriber telecommunications services. 2. Description of the Background Art The traditional telecommunications infrastructure for voice, video, and data services has traditionally been based on circuit-switched technology. Circuit-switching, through time division multiplexing (TDM), provides a guaranteed bandwidth for each client. The traditional telecommunications infrastructure is implemented through the Public Switched Telephone Network (PSTN), and/or other TDM networks such as the Integrated Services Digital Network (ISDN) in order to provide sufficient bandwidth to each user. In contrast to circuit-switched networks, packet-switched networks do not provide a guaranteed bandwidth to each client. Instead, packet-switching provides the capability to carry any type of data including voice, text, video, and software in discrete chunks known as packets. Packet-switching is commonly used over local area networks (LAN), and wide area networks (WAN). Packet-switching is also carried over the Internet and the other networks such as cable TV networks. In a typical packet-based telecommunications system, a server is responsible for receiving data for transmission to one or more of the subscribers connected to the system. When the server transmits data to a client, the server does not have knowledge of how that data is to be processed. Twenty-two patients with chronic myelogenous leukemia were examined to elucidate the relation of pseudocholinesterase to cell kinetics. The median age was 65 years. Of the 22 patients, 16 (72%) were in chronic phase and 6 (27%) in accelerated phase. Patient characteristics in bloodletting studies are also given. An increase in blood pseudocholinesterase activity from day 1 to day 4 of bloodletting was statistically significant (P = 0.02). Median blood pseudocholinesterase activity of the 16 chronic phase patients was significantly higher than that of the six accelerated phase patients (P = 0.01). There was a correlation between blood pseudocholinesterase activity and some of the known duration of the chronic phase (P = 0.03), but not with other clinical signs. We found a significant increase in white blood cell and platelet counts when cell count was corrected for pseudocholinesterase values in the blood of chronic phase patients.
